The listing I made of the categories within the site made me curious about the whole dynamic content management system again... eventually learning how to code the info into a DB so that, if a section (or its name) changes or is dropped from the site, it can simply be removed (carefully) from the database and bam, pages get updated. Again, it's one of those things that I can see how it works, but I'm not ready to hurt myself figuring out the code for. It's another part of the goal now.
That could also fit in well with look-and-feel management. For now, though, screw it; I'll do it "the old-fashioned way". :)

Map quest
I somehow ended up sketching out a site map, which should really help matters. It also gives me a foundation for accepting writing submissions to the site, without keeping them from being visible to other users. I rather like that, because it allows people to see both user-submitted content and "editor's choice" content. Submissions will be managed within the forums, while selected articles will be added to the regular article index (in addition to remaining within the forum in which they originated).
The forums will mirror the structure (categorically) of the main site index, so that users can submit content for a specific category and know where it'll end up if it's selected. I figure that's the most intuitive way to handle it. Then the forum and its corresponding edited section can be linked to each other (e.g., Discuss this article in the Forums or something similar).
